Mark Higgins, Senior Consultant, Principal
Mark Higgins is a Senior Consultant at Principal® and has been working in the retirement plan industry since 2007.
Mark’s focus is to provide insight on how the client’s retirement program can meet the goals and objectives of the organization. Mark assists by providing substantive technical advice and consults regarding regulatory, operational, and administrative matters by promoting plan efficiencies, help improve participant outcomes, and relieving administrative burden.
Mark’s experience and ERISA expertise provide the client insight into:
• Ways to navigate challenging plan design situations and remain in compliance with ERISA and the Internal Revenue Code.
• Personalized options and considerations of corporate transactions, including mergers and acquisitions, with a focus on retirement plan design, cost considerations, and potential plan compliance nondiscrimination testing concerns.
• Understanding fiduciary responsibilities and retirement plan governance best practices.
Mark has a Bachelor of Arts degree in Finance with emphasis in Investments from the University of Northern Iowa.
Paul J Phelan, CFP, Senior Vice President, AssuredPartners
Paul joined Early, Cassidy & Schilling in 2003 and was integral to the sale of the firm to AssuredPartners in 2020 as one the main Employee Shareholders. Paul has been instrumental in developing AssuredPartners Retirement Services Practice throughout the Mid-Atlantic and Nationwide. Paul's personal practice includes consulting on Corporate Retirement Plans, Deferred Compensation and Executive Bonus Arrangements.
Paul has worked closely with clients helping them understand their regulatory duties and making sure they remain compliant with ERISA and their duties as fiduciaries. He and his team work closely with employees as well, helping to ensure their successful retirement through comprehensive Financial Wellness programs that meet employees where they are at.
Paul graduated from Bowling Green State University and received his CFP® designation in 2006. He carries FINRA Series 6, 7, 63 & 65 designations as well Life, Health, Property, Casualty and Variable Products licenses in all 50 states. He is the former Board Chair of Girls on the Run of Montgomery County and is active serving his community in his free time.
Paul lives with his wife Shannon and their two daughters in Gaithersburg, MD.
